The Base Rate Index, which excludes the impact of Accessorial Charges assessed by carriers, decreased by 1.2 percent when compared to October 2012. Average Fuel Surcharges assessed by Carriers have seen a decrease from 21.27  percent of Base Rates in October 2012 to 20.46  percent in November 2012.
