Transportation Worker Identification Credential (TWIC) Reader Requirements, NPRM and Open

On March 22, 2013 the Coast Guard issued a Notice of Proposed Rulemaking (NPRM) to require owners and operators of certain vessels and facilities regulated by the Coast Guard to use electronic readers designed to work with the Transportation Worker Identification Credential as an access control measure.

This NPRM implements the mandate found in the Security and Accountability for Every (SAFE) Port Act of 2006 to promulgate regulations that require the use of electronic card readers in a manner consistent with the findings of a U.S. Department of Homeland Security pilot program that tested the business processes, technology and operational impacts of electronic TWIC readers in the maritime environment.

This is a part of the Coast Guard’s multi-layered system of access control requirements designed to enhance maritime security. The TWIC Card, received after the individual passes the TSA’s Security Threat Assessment, will include the holder’s fingerprints and other security features that are only visible if scanned using an electronic card reader.
