New Leadership at FMCSA


Following Anne Ferro’s August 22nd departure to be President of the American Association of Motor Vehicle Administrators, the Administration has appointed Scott Darling as Acting Administrator of the Federal Motor Carrier Safety Administration. Darling was previously serving as Chief Counsel at FMCSA, a position he has held since appointed by the President in September 2012. Before arriving at FMCSA, Darling was Deputy Chief of Staff and Assistant General Counsel at the Massachusetts Bay Transportation Authority.

The Administration has not yet nominated anyone for Senate confirmation as Administrator of FMCSA. In his prior role as Chief Counsel, Acting Administrator Darling oversaw attorneys in FMCSA headquarters and the regional service centers, and worked with industry groups on the implementation of controversial regulations such as the 2013 Hours of Service rule. It is unclear how Ferro’s resignation, and Darling’s appointment as her replacement, will impact the timeline for proposing and finalizing new transportation rules.
