THUD Bill Advances

The House Appropriations Committee approved on July 18 the fiscal year 2018 budget for Transportation, Housing and Urban Development Agencies. The passed bill includes provisions exempting carriers from complying with state-level laws in terms of paid rest and meal breaks (F4A). The bill also includes a measure blocking the Federal Motor Carrier Safety Administration’s (FMCSA) Safety Fitness Determination (SFD) rulemaking from moving forward until the National Academy of Sciences recommendations are implemented and the Department of Transportation Inspector General’s office approves the changes. Additionally, the bill includes language that includes an exemption from electronic logging device (ELD) compliance for certain agricultural and livestock haulers.
